The Political Science Association and the UAA College Republicans hosted an academic and business panel discussing oil and gas taxes pertaining to the state and nation.

Panelists included Andrew Halcro, president of the Anchorage Chamber of Commerce; Dave Harbour, publisher of Northern Gas Pipeline; Scott Goldsmith, economist and research analyst for energy and natural resources at UAA’s Institute of Social and Economic Research; and Forrest Nabors, professor of political science and former business owner.

A Q and A followed the panel discussion. The panel was introduced by Portia Watson, leader of both the College Republicans and the Political Science Association.

Fran Ulmer’s years of service in Alaska include being mayor of Juneau, a legislator, two terms as lieutenant governor, director of the Institute of Social and Economic Research, chancellor at UAA and currently UAA’s Arctic Research Scholar. She also served as a member of the National Commission on the BP Deepwater Horizon Oil Spill and Offshore Drilling and is the chairperson of the U.S. Arctic Research Commission.

By invitation from the student government at UAA, two state leaders faced off over the future of oil taxes in Alaska before an audience of about 50 in the Student Union at the University of Alaska Anchorage.

Tangeman led off with a defense of the Parnell administration’s House Bill 110, which would ease taxes on oil companies. Gara defended the current tax structure under ACES, debated HB 110 and argued for his own adjustment, House Bill 231, which would allow for tax credits to oil companies that go after new oil, step up their drilling and build processing centers.

The UAA Institute of Social and Economic Research presents, “Regulating Offshore Oil and Gas Activity Around the Arctic,” with special guest Besty Baker of Vermont Law School.

Hear Betsy Baker talk about recent initiatives from around the Arctic regarding offshore oil and gas regulation there. Dr. Baker is an associate professor at the Vermont Law School, as well as senior fellow for Oceans and Energy at the school’s Institute for Energy and the Environment. She discusses implementation of the Arctic offshore oil and gas guidelines developed by the Arctic Council’s Protection of the Arctic Marine Environment (PAME) Working Group; the Canadian National Energy Board’s “Arctic Review,” and “A Circumpolar Inuit Declaration on Resource Development Principles in Inuit Nunaat,” issued by the Inuit Circumpolar Council earlier this year.
